Health insurance is certainly a confusing topic. The terms \u2018Medicaid\u2019 and \u2018 Medicare\u2019 are mentioned frequently, but what is the difference? Who can qualify? How do you apply? It may surprise you to learn\u00a0that some people actually qualify for both Medicare and Medicaid.<\/span><\/p>\n<p class=\"qowt-stl-normal0\">Let&#8217;s\u00a0take a closer look at these two programs. We&#8217;ve marked their\u00a0differences are in bold.<\/p>\n<h2 class=\"qowt-stl-normal0\">Who qualifies?<\/h2>\n<h3 class=\"qowt-stl-normal0\">Medicare<\/h3>\n<p class=\"qowt-stl-normal0\"><span id=\"E51\" class=\"qowt-font4-Calibri\">Medicare is a <\/span><strong><span id=\"E52\" class=\"qowt-font4-Calibri\">federal program<\/span><\/strong><span id=\"E53\" class=\"qowt-font4-Calibri\"> of health insurance for those <\/span><strong><span id=\"E54\" class=\"qowt-font4-Calibri\">over 65 years of age<\/span><\/strong><span id=\"E55\" class=\"qowt-font4-Calibri\">, people with <\/span><span id=\"E56\" class=\"qowt-font4-Calibri\"><strong>certain disabilities<\/strong>, <strong>amyotrophic lateral sclerosis (Lou Gehrig&#8217;s disease)<\/strong><\/span><span id=\"E57\" class=\"qowt-font4-Calibri\"> and those with <\/span><strong><span id=\"E58\" class=\"qowt-font4-Calibri\">End-Stage Renal Disease<\/span><\/strong><span id=\"E59\" class=\"qowt-font4-Calibri\">. Any person over 65 automatically qualifies for Medicare (even non-citizens who qualify for Social Security or Railroad Retirement) <\/span><strong><span id=\"E60\" class=\"qowt-font4-Calibri\">without regard to their income<\/span><\/strong><span id=\"E61\" class=\"qowt-font4-Calibri\">;\u00a0<\/span><span id=\"E62\" class=\"qowt-font4-Calibri\">however<\/span><span id=\"E63\" class=\"qowt-font4-Calibri\"> there is a cost, often deducted from Social Security or Railroad Retirement payments.<\/span><\/p>\n<h3 class=\"qowt-stl-normal0\">Medicaid<\/h3>\n<p class=\"qowt-stl-normal0\"><span id=\"E116\" class=\"qowt-font4-Calibri\">Medicaid (known as\u00a0<\/span><span id=\"E119\" class=\"qowt-font4-Calibri\">MediCal<\/span><span id=\"E121\" class=\"qowt-font4-Calibri\"> in California) is a <\/span><strong><span id=\"E122\" class=\"qowt-font4-Calibri\">federal-state program<\/span><\/strong><span id=\"E123\" class=\"qowt-font4-Calibri\"> usually administered by the local welfare office and helps with health care <\/span><span id=\"E124\" class=\"qowt-font4-Calibri\">for <strong>low-income<\/strong><\/span><span id=\"E125\" class=\"qowt-font4-Calibri\"> people of <\/span><strong><span id=\"E126\" class=\"qowt-font4-Calibri\">all ages<\/span><\/strong><span id=\"E127\" class=\"qowt-font4-Calibri\">. Eligibility for Medicaid is <\/span><strong><span id=\"E128\" class=\"qowt-font4-Calibri\">dependent<\/span><span id=\"E129\" class=\"qowt-font4-Calibri\"> on income and savings<\/span><\/strong><span id=\"E130\" class=\"qowt-font4-Calibri\"> and <\/span><strong><span id=\"E131\" class=\"qowt-font4-Calibri\">varies from state to state<\/span><\/strong><span id=\"E132\" class=\"qowt-font4-Calibri\"> according to cost of living and level of poverty, among other factors. If you have more than a certain amount in savings, then you are probably disqualified until you spend that money, preferably on health care.<\/span><\/p>\n<p class=\"qowt-stl-normal0\"><span id=\"E181\" class=\"qowt-font4-Calibri\">Most disabled people qualify, as well as children in fo<\/span><span id=\"E182\" class=\"qowt-font4-Calibri\">ster care and pregnant women. Medicaid may also help cover those who could not afford health insurance on their own.<\/span><\/p>\n<p class=\"qowt-stl-normal0\"><span id=\"E152\" class=\"qowt-font4-Calibri\">The Affordable Care Act of 2010 <\/span><span id=\"E153\" class=\"qowt-font4-Calibri\">enacted<\/span><span id=\"E154\" class=\"qowt-font4-Calibri\"> a national Medic<\/span><span id=\"E155\" class=\"qowt-font4-Calibri\">aid minimum eligibility level<\/span><span id=\"E161\" class=\"qowt-font4-Calibri\">\u00a0of 133% of the <\/span><span id=\"E162\" class=\"qowt-font4-Calibri\">federal poverty level\u00a0<span id=\"E156\" class=\"qowt-font4-Calibri\">($15,930 <\/span><span id=\"E157\" class=\"qowt-font4-Calibri\">in the case of <\/span><span id=\"E158\" class=\"qowt-font4-Calibri\">a <\/span><span id=\"E159\" class=\"qowt-font4-Calibri\">two person household i<\/span><span id=\"E160\" class=\"qowt-font4-Calibri\">n 2015<\/span><span id=\"E161\" class=\"qowt-font4-Calibri\">)<\/span>.<\/span><span id=\"E165\" class=\"qowt-font4-Calibri\">\u00a0Your <\/span><span id=\"E166\" class=\"qowt-font4-Calibri\">place of residence, as well as your current i<span class=\"qowt-font4-Calibri\">mmigration status <\/span><span id=\"E167\" class=\"qowt-font4-Calibri\">and your<\/span><span id=\"E168\" class=\"qowt-font4-Calibri\"> U.S. citizenship<\/span><span id=\"E169\" class=\"qowt-font4-Calibri\"> documentation,<\/span><span id=\"E170\" class=\"qowt-font4-Calibri\"> are also considered in determining Medicaid eligibility.<\/span><\/span><\/p>\n<h2 class=\"qowt-stl-normal0\">What are the costs?<\/h2>\n<h3 class=\"qowt-stl-normal0\">Medicare<\/h3>\n<p id=\"E50\" class=\"qowt-stl-normal0\"><span id=\"E65\" class=\"qowt-font4-Calibri\">The <\/span><span id=\"E66\" class=\"qowt-font4-Calibri\">cost of Medicare<\/span><span id=\"E67\" class=\"qowt-font4-Calibri\"> is made up of health insurance premiums and deductibles paid directly to healthcare providers by the patient before Medicare pays the balance. Because it is a federal program, the rules are <\/span><strong><span id=\"E68\" class=\"qowt-font4-Calibri\">the same in all states<\/span><\/strong><span id=\"E69\" class=\"qowt-font4-Calibri\">.<\/span><\/p>\n<p id=\"E97\" class=\"qowt-stl-normal0\"><span id=\"E98\" class=\"qowt-font4-Calibri\">There is often <\/span><span id=\"E100\" class=\"qowt-font4-Calibri\">a <\/span><strong><span id=\"E101\" class=\"qowt-font4-Calibri\">co<\/span><\/strong><span id=\"E103\" class=\"qowt-font4-Calibri\"><strong>-pay<\/strong>,<\/span><span id=\"E104\" class=\"qowt-font4-Calibri\"> a set fee that the <\/span><span id=\"E105\" class=\"qowt-font4-Calibri\">patient must pay for an office visit or prescription and then Medicare pays the\u00a0<span class=\"qowt-font4-Calibri\">balance. The cost of Medicare is <\/span><span id=\"E107\" class=\"qowt-font4-Calibri\"><strong>paid by those who have paid into the fund<\/strong>,<\/span><span id=\"E108\" class=\"qowt-font4-Calibri\"> usually through payroll deductions at their work before they retired.<\/span><\/span><\/p>\n<h3 class=\"qowt-stl-normal0\">Medicaid<\/h3>\n<p id=\"E133\" class=\"qowt-stl-normal0\"><span id=\"E134\" class=\"qowt-font4-Calibri\">In theory, anyone with less in savings can qualify for Medicaid if they are \u2018medically needy,\u2019 but they will have a \u2018spend-down.\u2019 This is essentially a deductible, like with car insurance &#8211; you first must spend a certain amount each month, then Medicaid will pick up the bill on <\/span><span id=\"E135\" class=\"qowt-font4-Calibri\">the rest. The <\/span><span id=\"E137\" class=\"qowt-font4-Calibri\">amount <\/span><span id=\"E138\" class=\"qowt-font4-Calibri\">is<\/span><span id=\"E139\" class=\"qowt-font4-Calibri\"> determined by the Medicaid office<\/span><span id=\"E141\" class=\"qowt-font4-Calibri\">. <\/span><\/p>\n<p id=\"E142\" class=\"qowt-stl-normal0\"><span id=\"E143\" class=\"qowt-font4-Calibri\">Sometimes there is <\/span><span id=\"E145\" class=\"qowt-font4-Calibri\">a <\/span><strong><span id=\"E146\" class=\"qowt-font4-Calibri\">co<\/span><span id=\"E148\" class=\"qowt-font4-Calibri\">-pay<\/span><\/strong><span id=\"E149\" class=\"qowt-font4-Calibri\">, a set fee that the patient must pay for an office visit or prescription and then Medicaid pays the balance.<\/span><\/p>\n<h2 class=\"qowt-stl-normal0\">What is covered?<\/h2>\n<h3 class=\"qowt-stl-normal0\">Medicare<\/h3>\n<p class=\"qowt-stl-normal0\"><span id=\"E111\" class=\"qowt-font4-Calibri\"><span id=\"E71\" class=\"qowt-font4-Calibri\">There are <\/span><strong><span id=\"E72\" class=\"qowt-font4-Calibri\">four parts<\/span><\/strong><span id=\"E73\" class=\"qowt-font4-Calibri\"> to Medicare:<\/span><\/span><\/p>\n<p class=\"qowt-stl-normal0\"><em><span id=\"E75\" class=\"qowt-font4-Calibri\">Part A <\/span><\/em><span id=\"E76\" class=\"qowt-font4-Calibri\">functions like hospital insurance, helping pay bills for hospital visits, skilled nursing facilities,\u00a0and hospice care.\u00a0<\/span><em><span id=\"E79\" class=\"qowt-font4-Calibri\">Part B <\/span><\/em><span id=\"E79\" class=\"qowt-font4-Calibri\">functions like<\/span><span id=\"E81\" class=\"qowt-font4-Calibri\">\u00a0medical insurance, helping pay for outpatient care, medical equipment, and home health\u00a0care. Parts A &amp; B together form &#8220;Original Medicare,&#8221; the alternative to which is&#8230;<\/span><\/p>\n<p class=\"qowt-stl-normal0\"><em><span id=\"E83\" class=\"qowt-font4-Calibri\">Part C<\/span><\/em><span id=\"E83\" class=\"qowt-font4-Calibri\">, also known as a &#8220;Medicare Advantage Plan,&#8221; which also offers the same coverage as Parts A and B. The main difference between Original Medicare and a Medicare Advantage Plan is who provides the coverage. In the first instance, coverage is provided by Medicare, whereas Part C is provided by private insurance companies.<\/span><\/p>\n<p class=\"qowt-stl-normal0\"><span id=\"E87\" class=\"qowt-font4-Calibri\"><em>Part D <\/em>provides additional coverage to\u00a0<\/span><span id=\"E88\" class=\"qowt-font4-Calibri\">help cover<\/span><span id=\"E89\" class=\"qowt-font4-Calibri\"> prescriptions. <\/span><span id=\"E90\" class=\"qowt-font4-Calibri\">You will find that a few of the <\/span><span id=\"E91\" class=\"qowt-font4-Calibri\">offerings<\/span><span id=\"E92\" class=\"qowt-font4-Calibri\"> are optional and the person on Medicare <\/span><span id=\"E93\" class=\"qowt-font4-Calibri\">may need to<\/span><span id=\"E94\" class=\"qowt-font4-Calibri\"> pay <\/span><span id=\"E95\" class=\"qowt-font4-Calibri\">extra <\/span><span id=\"E96\" class=\"qowt-font4-Calibri\">premiums for them.<\/span><\/p>\n<p class=\"qowt-stl-normal0\"><span id=\"E111\" class=\"qowt-font4-Calibri\">It is possible to be eligible for both Medicare and Medicaid. If you have Medicare and full Medicaid coverage, most of your health care costs are probably covered. Medicare is handled through the <\/span><span id=\"E112\" class=\"qowt-font4-Calibri\"><strong>Social Security office<\/strong>.<\/span><\/p>\n<h3 class=\"qowt-stl-normal0\">Medicaid<\/h3>\n<p id=\"E171\" class=\"qowt-stl-normal0\"><span id=\"E172\" class=\"qowt-font4-Calibri\">Medicaid covers <\/span><strong><span id=\"E173\" class=\"qowt-font4-Calibri\">much more in the realm of<\/span><span id=\"E174\" class=\"qowt-font4-Calibri\"> health services<\/span><\/strong><span id=\"E175\" class=\"qowt-font4-Calibri\"> that Medicare does not cover, like nursing home care and personal care services. The costs of Medicaid are paid by<\/span><strong><span id=\"E176\" class=\"qowt-font4-Calibri\"> federal, state and local tax money<\/span><\/strong><span id=\"E177\" class=\"qowt-font4-Calibri\">. The only way to find out if you qualify for Medicaid is to contact your <\/span><strong><span id=\"E178\" class=\"qowt-font4-Calibri\">state Medicaid office<\/span><\/strong><span id=\"E179\" class=\"qowt-font4-Calibri\">.<\/span><\/p>\n<p id=\"E183\" class=\"qowt-stl-normal0\"><span id=\"E184\" class=\"qowt-font4-Calibri\"> Although Medicare and Medicaid are very different<\/span><span id=\"E186\" class=\"qowt-font4-Calibri\"> in what they offer and the services that they provide<\/span><span id=\"E187\" class=\"qowt-font4-Calibri\">, they are both administered by the Centers for Medicare and Medicaid Services, a division of the U.S. Department of Health and Human Services.
